遠雄大巨蛋原該在去年12月28日完工，但至今未完成，北市在3月中依照合約汽車借款 行照開罰最高上限新台幣300萬元，並限期3個月內改善，即遠雄須在6月15日取得使用執照。台北市副市長鄧家基今天稍早表示，依照BOT合約19.4條，將通知融資機構全力善後，讓銀行團評估接管可能性。
柯文哲稍後在市政會議後受訪時表示，很多東西依合約，不是市府說怎樣就怎樣，他們有義務跟銀行團先溝通說明。
媒體詢問，若銀行團不願接管怎麼辦？柯文哲表示，明天的事明天再煩惱，要先醞釀，先溝通再講。
媒體追問，市府評估要銀行團接管的原因什麼？柯文哲表示，「我們沒有要銀行團接管，要先跟銀行說明現況，先溝通」。
根據大巨蛋BOT契約19.4條規定，甲方（市府）要求乙方（遠雄）改善，遠雄未改善或改善無效時，市府可通知融資機構（銀行團），在市府所定期間內由銀行團自行接管，或擇定符合規定的其他機構接管。
合約也規定，聯貸銀行團接管時，身為市府應暫停主張遠雄的違失或違約責任；接管期限為6個月，如市府仍認為遠雄未改善違約問題，可和遠雄終止合約。1040616
